Land Use & Planning

The Mississippi River is a natural, cultural and historical wonder that defines our place in the world, our country, our state and our neighborhoods. The river’s significance highlights the importance of intentional planning practices to protect and ensure equitable access to the river for generations to come.

Our work centers on our values of public access, equity, environmental sustainability, and community enjoyment of the river. The Land Use & Planning program works with communities to provide technical assistance, grassroots advocacy, and policy expertise to ensure that those values are respected throughout time as we change with the river. 

Guiding river rules

FMR has successfully supported a framework of state law to ensure that the metro Mississippi River's natural, cultural and scenic qualities are protected while allowing for appropriate economic development. 

Advocating

FMR works with riverfront communities to plan for development that respects the river's essential assets without diminishing economic benefits.

As issues and projects emerge, we review and comment on proposals, educate elected officials and agency staff, organize coalitions, and support residents to advocate effectively. We're proud to engage a strong network of River Guardians.

Looking ahead: Lock & dam engagement

The future of two Twin Cities locks and dams are officially up for consideration. It's possible that they could be removed, reconnecting 39 miles of the Mississippi River.

FMR is advocating for and supporting significant community engagement around this once-in-a-generation conversation and opportunity.

At each of our metro riverfront sites, FMR partners with community organizations, local residents and River Guardians to ensure that the essential values of public access, scenic views, historic preservation and environmental quality are respected.
